Doing business in Muscat

Muscat Governorate is home to about 1.5 million people (NCSI, 2026) and stretches along the coast from Ruwi, the old business district, through Al Khuwair's ministries and offices to Al Mouj and the airport. Rusayl Industrial Estate and Knowledge Oasis Muscat hold factories, workshops and technology firms, while Seeb and the malls along the main highway carry much of the retail.

Businesses register on the Oman Business Platform, formerly Invest Easy, join the Oman Chamber of Commerce and Industry and file VAT with the Oman Tax Authority. For a Muscat SME the burden is a growing compliance list handled by a small team: bilingual tax invoices now, Fawtara e-invoicing from 2027. Skyline Nexus ERP covers the ledger, invoices and operations so the team can focus on that next step.

Modules Muscat businesses start with

Energy contractors and suppliers

Petroleum Development Oman and OQ sit at the top of a supply chain of drilling contractors, maintenance firms, inspection companies and spare-parts traders whose head offices are often in Muscat even when the work is in the interior. Jobs run far from the office, materials move between yards and sites, and every invoice must match an approved service entry.

Skyline Nexus ERP runs each contract as a project with budgets, milestones and material requisitions, and moves stock between yards and site stores with transfers that are tracked until received. Equipment is kept in an asset register with CMMS preventive maintenance and work orders. A Muscat contractor can see costs per contract long before the operator's payment arrives.

Government ministries and their suppliers

Ministries and public companies in Al Khuwair and across Muscat buy construction, facilities management, IT and consultancy services through tenders that expect Arabic paperwork and staged payments. Suppliers wait for approved completion before each payment, and they will need structured e-invoices once their own Fawtara date arrives.

Skyline Nexus ERP keeps each government contract as a project with milestones and a budget, the CMMS module handles service requests and planned maintenance for facilities contracts, and CRM tracks tenders and proposals. Bilingual Arabic-English tax invoices show both VAT identification numbers, and AR ageing follows staged payments from current to over 90 days.

Logistics, ports and free zones

Muscat is the office hub for freight moving through Sohar, Duqm and the capital's own airport and port area. Forwarders, customs agents and transport companies handle many small jobs, invoice in rials and other currencies, and must show the VAT in rials at the Central Bank of Oman rate whenever a foreign currency is used.

For a Muscat freight business, Skyline Nexus ERP records each job's revenue and costs together, so loss-making routes show up early. A sale can be priced in dollars or dirhams with the rate you enter, while the ledger and VAT stay in rials. Customs Clearance and Logistics modules work beside purchasing, and yard equipment follows CMMS maintenance schedules.

Compliance

What applies in Oman

Oman charges 5% VAT. Tax invoices must be in Arabic (English is allowed if an Arabic translation is available on request) and must show the seller's VATIN (OM + 10 characters). Simplified invoices are allowed only below OMR 500. Fawtara e-invoicing (Peppol PINT OM through an OTA-accredited service provider) becomes mandatory on 1 April 2027 for businesses with annual supplies over OMR 5 million and on 1 October 2027 for all other VAT-registered businesses. Nexus prints compliant bilingual invoices today but does not connect to Fawtara or file OTA VAT returns.

  • VAT 5% standard; 0% for exports and listed food/medicines (new lists from 1 Oct 2026); some supplies exempt.

  • Invoice in Arabic (English allowed if an Arabic translation is available on request); title 'Tax Invoice'; sequential number; issue, supply and payment dates; seller and buyer VATIN.

  • Simplified tax invoice only below OMR 500 (excl. VAT); give a full invoice if the customer asks.

  • Foreign-currency invoices must show the VAT in OMR at the Central Bank of Oman rate.

  • Keep invoices and records for 10 years (15 for real estate).

  • Fawtara e-invoicing via an accredited provider: mandatory 1 Apr 2027 (over OMR 5m) and 1 Oct 2027 (others). Not yet supported in Nexus.

Compliance for a Muscat business

Oman charges 5% VAT, with zero rating for exports and listed food and medicines, whose lists change from 1 October 2026. A tax invoice is titled Tax Invoice, numbered in sequence and shows both VAT identification numbers; Arabic is the rule, and English is accepted if an Arabic translation is available on request. Simplified invoices are allowed only below OMR 500. Keep records for 10 years, or 15 for real estate.

Fawtara e-invoicing becomes mandatory on 1 April 2027 for businesses with annual supplies over OMR 5 million and on 1 October 2027 for all other VAT-registered businesses, through an OTA-accredited service provider using the PINT OM format. As of October 2026, Skyline Nexus ERP prints compliant bilingual invoices but has no Fawtara connection, and its Saudi e-invoicing module does not apply in Oman.

Getting started from Muscat

Moving before Fawtara is sensible: a Muscat firm that switches in 2026 has time to settle its master data before its e-invoicing date. Skyline Nexus ERP loads customers and suppliers with balances, products, opening stock per yard, the chart of accounts and equipment from spreadsheet templates, and checks that GL opening balances add up.

During the free trial, issue a bilingual tax invoice, a simplified receipt and a foreign-currency sale, then check the VAT in rials. Support is by WhatsApp, phone and e-mail in English; there is no office in Oman. Contractors with several yards and companies above the OMR 5 million line should book a demo to plan their Fawtara route alongside the move.

  1. Enter your VATIN and set 5% and 0% tax rates that reflect the zero-rated lists in force from 1 October 2026.
  2. Create a bilingual Tax Invoice layout for each Muscat branch.
  3. Import projects, equipment and stock per yard or site.
  4. Choose an OTA-accredited service provider before your Fawtara date.

Questions from Muscat businesses

Does Skyline Nexus ERP connect to Fawtara for Muscat businesses?

Not yet. As of October 2026, Skyline Nexus ERP prints bilingual Oman tax invoices but does not generate PINT OM files or connect to an OTA-accredited service provider. A Muscat business in scope would issue its e-invoices through its provider until a connector exists, and should choose that provider before its mandatory date.

When does Fawtara e-invoicing start for a Muscat company?

Fawtara becomes mandatory on 1 April 2027 for businesses with annual supplies over OMR 5 million and on 1 October 2027 for every other VAT-registered business. A voluntary pilot with large taxpayers began in August 2026. A Muscat company can keep issuing paper or PDF tax invoices until its own date.

Can a Muscat oilfield contractor track project costs in Skyline Nexus ERP?

Yes. A Muscat oilfield contractor can run each contract as a project in Skyline Nexus ERP with budgets, milestones, material requisitions and costs, move spares between yards with tracked transfers, and keep equipment on CMMS preventive maintenance. Budget vs Actual shows overspend while the job is still running.

Does Skyline Nexus ERP suit a Muscat freight forwarder?

Skyline Nexus ERP suits a Muscat freight forwarder that needs job costing, foreign-currency invoices and customs paperwork in one place. Each shipment can run as a project, invoices can be raised in another currency at a rate you enter with VAT kept in rials, and the Customs Clearance and Logistics modules sit beside purchasing.

Must invoices issued in Muscat be in Arabic?

Oman requires tax invoices in Arabic, but English is accepted if an Arabic translation is available on request, and the Oman Tax Authority may require one. Skyline Nexus ERP prints bilingual Arabic-English layouts, so a Muscat business can satisfy both local buyers and international customers with one document.

Can a Muscat shop issue simplified VAT invoices?

A Muscat shop can issue a simplified tax invoice only for supplies below OMR 500, excluding VAT, and must give a full tax invoice if the customer asks for one. Skyline Nexus ERP lets each location use a simplified layout at the POS and a full Tax Invoice layout for larger or business sales.

How should a Muscat business prepare for migration to Skyline Nexus ERP?

A Muscat business should clean its customer, supplier and product lists, agree opening balances with its accountant, and pick a start date at the beginning of a VAT period. Skyline Nexus ERP then imports the lists from spreadsheet templates, and the trial lets the team practise before Fawtara changes invoicing in 2027.
