Corporate tax rules in Portugal

General rate, mainland Portugal (19% for periods starting in 2026): a flat 19% on taxable profit. SME or Small Mid Cap with a commercial, industrial or agricultural main activity: 15% on the first EUR 50,000 (de minimis rules): 15% on the first €50,000.00 and 19% above €50,000.00. Qualifying start-up (Law 21/2023) that is an SME: 12.5% on the first EUR 50,000: 12.5% on the first €50,000.00 and 19% above €50,000.00.

19% IRC + up to 1.5% municipal derrama = up to 20.5%; state derrama of 3%/5%/9% applies on profit above EUR 1.5m

Who qualifies for the lower rates

  • Law 64/2025: general rate 19% for periods starting in 2026, 18% in 2027, 17% from 2028 (was 20% in 2025, 21% before).
  • SME rate on the first EUR 50,000 is 15% from 2026 (Law 64/2025); SME status per the annex to Decree-Law 372/2007; subject to EU de minimis aid limits.
  • Madeira and Azores: 13% standard, 10.5% SME rate on first EUR 50,000, regional surtaxes instead of the state surtax.
  • Inland-territory SMEs: 12.5% on the first EUR 50,000 (PwC).

Local taxes and minimum taxes

Not included in the bands: municipal surtax (derrama municipal) up to 1.5% of taxable profit set by each municipality; state surtax (derrama estadual) on taxable profit: 3% on EUR 1.5m-7.5m, 5% on EUR 7.5m-35m, 9% above EUR 35m (slices). Both are computed before loss carry-forwards.

Autonomous taxation on certain expenses (e.g. 10% on entertainment) is due even with no profit - not modelled. Pillar Two (RIMG) for groups >= EUR 750m not modelled.

How the calculation works

The calculator applies the rates in the order the law does: band by band where a country taxes profit in slices, or one rate to the whole profit where eligibility decides the rate. Surcharges are applied to the tax, local business taxes to the profit. The result is an estimate: it does not include loss relief, tax credits, deferred tax or group rules.

No. It applies the statutory rates to the profit you enter. Your real bill depends on how taxable profit is computed (non-deductible costs, losses brought forward, allowances), on credits and on advance payments already made.
