Doing business in Makkah

Makkah has about 2.4 million residents (GASTAT 2022 census), and its economy is built around welcoming pilgrims. Hotel towers ring the Central Haram area, Al Aziziyah fills with accommodation and transport depots during Hajj, and Al Shawqiyah mixes housing with wholesalers and workshops. Demand rises and falls with Ramadan, Hajj and the Umrah seasons, so cash flow is lumpy and staffing changes month by month.

Businesses register through the Saudi Business Center, join the Makkah Chamber and take their licences from the Holy Makkah Municipality, while Umrah companies are licensed by the Ministry of Hajj and Umrah. The admin pain comes from volume squeezed into a few weeks. Skyline Nexus ERP keeps invoicing, stock, maintenance and the ledger moving at the speed of the front desk, then closes the books calmly once the season ends.

Modules Makkah businesses start with

Hotels and pilgrim accommodation

From large developments such as Jabal Omar to family-run buildings rented for the season, Makkah's accommodation sector lives by occupancy. Before each peak every room, lift, chiller and kitchen must be checked; during the peak breakdowns must be fixed within hours; afterwards owners want to know what each building earned against what it cost to keep running.

Skyline Nexus ERP plans the pre-season round as CMMS preventive maintenance and turns guest complaints into prioritised work orders. FMS records each building's floors, spaces and allocations, giving housekeeping and engineering a shared map of the property, and Asset Management carries the equipment register. Each hotel can be its own business location, with profit and loss filtered per Makkah property.

Umrah and religious tourism services

Behind every pilgrim group stands a chain of service companies: Umrah operators, transport firms, caterers, guides and the agents who book rooms in bulk. Their invoices run in two directions, to agents abroad and to Saudi hotels and bus companies, and a single season can bring a large number of group contracts that open and close within weeks.

Skyline Nexus ERP keeps each season's group contracts in CRM and Projects, with budgets and costs per group. Invoices to foreign agents can be raised in their currency at a rate you enter while the ledger stays in riyals, and standard invoices to Saudi businesses are cleared by ZATCA. The AR Aging Report shows which agent or operator still owes money from last season.

Retail and food outlets around the Haram

Gift shops, perfume and abaya stores, supermarkets and food courts around the Haram and in Makkah Mall trade almost around the clock in peak weeks. Outlets often run several shifts with different cashiers, and fast sellers run out quickly, so the owner needs to know where every carton of dates or bottle of oud is at any moment.

Skyline Nexus ERP gives each outlet a POS register with its own register report, invoice numbering and Arabic simplified-invoice layout, and stock is held per location. Transfers from a warehouse in Al Shawqiyah to shops near the Haram move through pending, in transit and completed. Every consumer sale carries a QR code and is reported to ZATCA within 24 hours.

Compliance

What applies in Saudi Arabia

Saudi Arabia: 15% VAT. Invoices need Arabic, a ZATCA QR code and, under Phase 2, clearance (B2B) or reporting within 24 hours (B2C) through Fatoora. Nexus supports ZATCA Phase 2.

  • VAT 15%. Your VAT number has 15 digits and starts and ends with 3.

  • Tax invoice for business buyers; simplified tax invoice for consumers and for sales under SAR 1,000.

  • Invoice details must be in Arabic. Another language may appear as a translation.

  • Every invoice and note carries the ZATCA QR code. Nexus generates it.

  • Phase 2: Nexus signs the XML and sends B2B invoices for clearance and B2C invoices for reporting within 24 hours.

Compliance for a Makkah business

A Makkah hotel issues two kinds of invoice. Pilgrims and walk-in guests receive simplified tax invoices with a ZATCA QR code, reported within 24 hours; Umrah companies and other businesses receive standard tax invoices that ZATCA must clear first. VAT is 15%. Invoice details must be in Arabic, and an English translation alongside helps foreign guests and agents.

As of October 2026, the Wave 24 deadline of 30 June 2026, for VAT revenue over SAR 375,000, has passed, and Wave 25 businesses above SAR 187,500 must integrate by 1 February 2027. Skyline Nexus ERP handles onboarding, signing, clearance and reporting; filed invoices are locked and corrected by credit or debit notes. Records must be kept for at least 6 years, in Arabic.

Getting started from Makkah

Timing matters in Makkah: migrate after a peak, not just before one. Skyline Nexus ERP imports products, opening stock per outlet, contacts with balances, the chart of accounts and the asset register from spreadsheet templates, so a hotel group can load its equipment list and spare parts in the quiet weeks and open the next season on the new system.

The free trial lets you run a guest invoice, a group contract and a maintenance work order end to end. Support is by WhatsApp, phone and e-mail in English, without a local office. Hotel groups with several towers, or service companies handling many group contracts, should book a demo so locations and cost centres match how the season is managed.

  1. Create one business location per hotel, outlet and warehouse in Makkah.
  2. Import the asset list and set preventive maintenance plans before the next Ramadan.
  3. Set up bilingual Arabic and English invoice layouts for guests and agents.
  4. Complete ZATCA onboarding and test the reporting of a simplified invoice.

Questions from Makkah businesses

Can a Makkah hotel plan maintenance before Hajj in Skyline Nexus ERP?

Yes. A Makkah hotel can schedule preventive maintenance for rooms, lifts, chillers and kitchens in the CMMS module of Skyline Nexus ERP, so the pre-season round is planned weeks ahead. During the peak, guest complaints become work orders with priorities, and warranty claims go back to suppliers. Repair costs stay attached to each asset.

Does Skyline Nexus ERP work for an Umrah service company in Makkah?

Skyline Nexus ERP suits an Umrah service company that needs contracts, costs and invoices per group. Each group can run as a project with a budget, CRM tracks agents and proposals, foreign agents can be invoiced in their own currency, and the AR Aging Report shows who still owes. Skyline Nexus is not a pilgrim booking or visa platform.

Do Makkah hotels have to report every pilgrim invoice to ZATCA?

Under Phase 2, a Makkah hotel reports each simplified tax invoice issued to a pilgrim or walk-in guest to ZATCA within 24 hours, with a QR code on the invoice. Invoices to Umrah companies are standard tax invoices that must be cleared before sharing. Skyline Nexus ERP handles both streams from the same sales screens.

Can invoices for pilgrims in Makkah show English as well as Arabic?

Yes. Saudi rules require invoice details in Arabic, and another language may appear alongside as a translation. Skyline Nexus ERP lets a Makkah hotel or shop design bilingual Arabic and English layouts for POS and standard invoices per business location, which helps pilgrims and foreign agents read what they paid for.

Which ZATCA wave covers a small Makkah gift shop?

The ZATCA wave for a Makkah gift shop depends on its VAT revenue. A shop with VAT revenue over SAR 187,500 in any year from 2022 to 2025 falls into Wave 25, with an integration deadline of 1 February 2027 as of October 2026. ZATCA notifies targeted taxpayers at least 6 months before their date.

Is Skyline Nexus ERP a hotel reservation system?

No. Skyline Nexus ERP is not a hotel reservation or channel-management system. A Makkah hotel keeps its reservation software and uses Skyline Nexus for accounting, ZATCA invoicing, maintenance, spaces, stock, outlet POS and payroll, so the back office runs on one ledger while bookings stay where they are.

When should a Makkah business move to Skyline Nexus ERP?

A Makkah business should move to Skyline Nexus ERP in a quiet period after Hajj or Ramadan, never just before a peak. That leaves time to import products, stock, contacts and assets, enter balanced opening balances, complete ZATCA onboarding and train cashiers before the next wave of visitors arrives.
